At what age can I start training a Scottish Terrier to swim?

I would let him play in or near water by 4 months of age, on a long line, in shallow water (where he can stand). Most dogs can swim its just a matter of making it fun and introducing it properly. You can also use a flotation device if you are nervous, but I would go in with your pup so you can help if need be.
