Can a dog who bit my mom for no reason and is very dog aggressive ever be fixed??

We have a 3 year old purebred german shepard who is the sweetest dog you will ever meet 95% of the time. We have two children, 4 years old and 4 months, who she is absolutely head over heels in love with to the point where she follows our 4 year old from the time he gets up to the time he goes to bed.
So, here is the problem. First, she is very dog aggressive, i think... She has never actually attacked another dog but she gets all worked up when there is another dog around and whines. Now, where she came from, she wrestled around around with other dogs all day so, i don't know if she just wants to play with the dogs or attack them but, i don't want to take that chance.
Here is the big problem. We were at my mothers house on Easter and we had been there since around 11 am. We all sat outside together and interacted with one another with no problems what so ever. We then went inside and had dinner together with no problems there as well. My mother was even feeding our dog turkey and ta
