You don't mention the age of your puppy, which is an important factor. Young puppies really need lots of human interaction and guidance to learn how to behave in our world. Without that they are left to figure the world out as best they can. It's unreasonable to expect a young puppy not to eliminate during the day while you are at work, so you are wise to use the pads for now. For safety your pup should be confined to a puppy-proofed and easy to clean area like an X-pen in the kitchen, a bathroom, or possibly laundry room.

Many pup don't like to pee and poop in the same spot so I would cover the whole area (that's one reason it shouldn't be too big) with potty pads to ensure that he only potties on pads. After a couple of weeks you can gradually reduce the amount of floor that is covered to see if he will choose the pads over the floor. As long as he chooses wisely, you can continue to *gradually* reduce the pad covered area until you only have one or two pads (depending on the size of the dog) available to him.
