My dog is overly protective of the house -when people are walking by he races after them. ?

He only acts this way around the front of the house. When I take him out to public places he's fine. What can I do to stop him from being agressive to passers-by? It's especially disturbing for younger children and I feel horrible when he scares them. He never bites/attacks or does anything other than bark but it's still very disturbing. He has an electronic collar but people don't always realize this and it scares them because they don't know he'll stop. Sometimes he does break through the electric fence too.
Thanks for any advice you can provide.

I will say up front that I am not a fan of electric fences for this very reason - I believe it creates this problem.

To solve it though I would work on having your dog do some behavior when people walk by such as a sit, then you can reward that behavior. You can also ask your neighbors to ask your dog to sit and reward that. By introducing a positive element, it will hopefully decrease the anxiety which typically causes the barking.
