My puppy wants to go outside every 10 minutes ?

We taught our 4 1/2 month old puppy to ring bells whenever she wants to go outside. She now rings the bells every 10 to 20 minutes. Most of the time, she will go potty (sometimes just a dribble because she just was out) but, I know for a fact she can hold it at least 2 hours. She goes out on a leash, and no playing till potty or #2, so we made it purely business only, but it hasn\'t seemed to help. Removing the bells didn\'t help either, she just jumped at and scratched at the door instead. We don\'t want to ignore the bell ringing, in my mind, it would defeat the purpose of the bells, but we are going crazy! Any suggestions?
We also have an 11 month old puppy, who absolutely refuses to ring the bells to let us know she has to go outside. Sometimes, it seems like the older one nudges the younger one to ring the bells for her.
