my shar-pei acts like he is being electrocuted when i put him on a leash,there is no come on lets go for a walk-treats don;t work-letting him drag the leash around the house did not work i have tried everything-he is so scared he looks like he is going to ?

Get a new leash, a different type of leash. Use a regular flat buckle collar. Start with a very thin light leash and put it on before dinner time and take it off after he is done. Do that for a week or two, then work up to just putting the leash on and having some fun, giving some treats or playing. Once he seems more comfortable you can have him drag it around.
