Watch her constantly. If you see her ready to go than quickly pick her up and take her out praise her if she does go, then however way you want to praise her. Also, take her out every two to four hours and see if she goes. Don't let her back inside the house just wait for her and keep anything blocked from her coming back in and eventually she'll go. Praise her then and there.

Advice that i tell everyone, don't ever scold a dog when using the bathroom whether it's inside or outside he'll think your scolding him because he went to the bathroom not where he went and clean up the mess with a deordorizing spray so the dog won't be able to smell where he went last time. That may be the reason why he's going inside constantly. Only praise it if it goes to the bathroom at the right place.

When she does it inside and you don't actually see it happen, just point at it and tell her no. When you actually catch her in the act, bring her over, hold her face close to it but DON'T RUB OR TOUCH then say no and let her out for 5-10 mins. If that don't work, get a trainer. Oh yeah, it may take a little while to work but it should eventually teach the puppy that she don't get yelled at when she does it outside. Whole thing should only take up to a month but that time may vary from dog to dog.

The key to training a pet is consistency. How old is your dog? Even without age, a chihuahua is super small and so they have a small bladder and will have to be taken outside more often than large dogs. It's important to take your dog out as soon as she is done eating/drinking, sleeping, or playing. Before you take her outside, have a word that you use that she associates with going outside, or a phrase like "do you have to go pee/outside?"

When you take her outside go to the same spot. If she poops in the house, maybe take it and put it in a spot outside. So she will see it and think "ohh this is where I go do my thing." Try not to wander away from her spot outside. When she does go, congratulate and praise her! That way she knows that was the good thing to do. If you catch her peeing inside of the house, try to stop her, pick her up and take her outside. The key for her to not going inside is supervision and observation. If she starts circling, sniffing, or going off in a room separate from everyone else, those are signs that she needs to go outside.

Just be consistent and have patience. If she does mess up, don't scold her, you don't want her to be scared of you and avoid using her name while scolding. Good luck!
